The Forum will include an overview of the surface water project, which is being managed by the Woodland-Davis Clean Water Agency, a joint powers authority of the Cities of Woodland and Davis. The Forum will also feature a panel comprised of Woodland Public Works Director Greg Meyer, Woodland City Councilman Bill Marble, Woodland Principal Engineer Doug Baxter, and Woodland-Davis Clean Water Agency engineer Jim Yost to answer questions about the project, its costs, and plans to finance it primarily through water rates.&amp;nbsp; I wonder if I am                                               the only person interested                                               in what he did not say.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;What he did not say:&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;I will not be able to get                                               my &lt;span style="color: red;"&gt;monthly&lt;/span&gt; check for                                               &lt;span style="color: red;"&gt;$33,333.33&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;Vice-President                                               Biden will not get his                                               check for &lt;span style="color: red;"&gt;$19,225.00&lt;/span&gt;,&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt; and                                               oh by the way, Michelle                                               will be happy to give up a                                               vacation until we get this                                               mess straightened out.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;Congress will not be able                                               to get their checks which                                               average &lt;span style="color: red;"&gt;$14,500.00&lt;/span&gt; per                                               member.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;My Czars will not                                               be able to receive their                                               checks, some of which                                               receive &lt;span style="color: red;"&gt;$14,350.00&lt;/span&gt; per                                               month and others receive                                               &lt;span style="color: red;"&gt;$13,208.33&lt;/span&gt; a month.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;My cabinet members will                                               not receive their                                               &lt;span style="color: red;"&gt;$15,941.66&lt;/span&gt; monthly check.                                               Their Deputy Secretaries                                               will not be able to                                               receive their &lt;span style="color: red;"&gt;$14,350.00&lt;/span&gt;                                               monthly check. Their Under                                               Secretaries will not be                                               able to receive their                                               &lt;span style="color: red;"&gt;$13,208.33&lt;/span&gt; monthly check.                                               Their Assistant                                               Secretaries, general                                               counsels, and heads of                                               minor departments will not                                               be able to receive their                                               &lt;span style="color: red;"&gt;$12,416.66&lt;/span&gt; monthly check.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;My various administrators,                                               board members,                                               commissioners, and others                                               will not be able to get                                               their &lt;span style="color: red;"&gt;$11,633.33&lt;/span&gt; monthly                                               check.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;The Supreme Court will not                                               be able to receive their                                               &lt;span style="color: red;"&gt;$17,341.66&lt;/span&gt; monthly check.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;                                               The U.S. Appeals Court and                                               Appeals Judges for the                                               Armed Forces will not be                                               able to receive their                                               &lt;span style="color: red;"&gt;$14,591.66 &lt;/span&gt;monthly check.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;The U.S. District Court,                                               Claims Court,                                               International Trade Court,                                               and U.S. Tax Court Judges                                               will not be able to                                               receive their &lt;span style="color: black;"&gt;&lt;span style="color: red;"&gt;$13,766.66                                               &lt;/span&gt;m&lt;/span&gt;onthly check. And the                                               Bankruptcy and Magistrate                                               Judges will not be able to                                               get their &lt;span style="color: red;"&gt;$12,665.33&lt;/span&gt;                                               monthly check.&amp;nbsp;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;The gaggle of Washington                                               TSA bureaucrats will not                                               receive their &lt;span style="color: red;"&gt;$8,750.00                                               &lt;/span&gt;monthly checks. The tens                                               of thousands of other                                               various paper shufflers                                               who are pigeon holed in                                               various offices in                                               Washington will not                                               receive their checks which                                               average more than                                               &lt;span style="color: red;"&gt;$8,333.33&lt;/span&gt; a month.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;What I heard coming from                                               the lips of the President                                               was that the only folks                                               that should be concerned were people receiving                                               Social Security checks.                                               Isn't it ironic that the                                               only people he feels that                                               he cannot assure with any                                               degree of certainty that                                               they will get their checks                                               are the ones who need the                                               money the most? &lt;span style="color: lime;"&gt;The                                               national average for all                                               Social Security                                               beneficiaries is $1,079.00                                               monthly, which totals a                                               whopping $12,948.00                                               yearly; the money coming                                               from a fund that most have                                               paid into their entire                                               working lives.&lt;/span&gt; Or put                                               another way, the average                                               Social Security recipient                                               gets a check each month                                               that equals about 3% of                                               what the President                                               receives each month; and                                               in theory, they are                                               getting back their own                                               money.Never mind that the United                                               States Constitution                                               requires the President to                                               pay Principal and Interest                                               on the National Debt and                                               then Federal Pensions                                               before any other funds can                                               be obligated. Anyone who&amp;nbsp;                                               would threaten in any "thinly veiled" manner                                               that the elderly would not                                               get their pension checks                                               is&amp;nbsp; contemptible                                               and fear mongering, and using this "red herring" for expediency is outrageous. &amp;nbsp;This obvious                                               lack of respect by our elected officials targeting our seniors                                               welfare,&amp;nbsp; As always, YCTA&amp;nbsp; is concerned about&amp;nbsp; accountability for what has already been spent.&amp;nbsp; A classic example is&amp;nbsp; ongoing with Measure E in Woodland.&lt;br /&gt;&lt;br /&gt;Repeated requests have been made to the city of Woodland to provide additional&amp;nbsp; information on this Measure, with only a limited response to the requests, and constant delays stating the difficulty of providing this information..&amp;nbsp;&amp;nbsp; &lt;br /&gt;&lt;br /&gt;The attached list is from the City of Woodland Website providing what information is currently available.&lt;br /&gt; &lt;br /&gt;A Temporary Tax That Never Went Away&lt;br /&gt;&lt;br /&gt;By George Runner&lt;br /&gt;Member of the California State Board of Equalization, District 2&lt;br /&gt;&lt;br /&gt;California taxpayers are celebrating a rare victory. Despite Democrat efforts to extend them, the sweeping "temporary" tax increases of 2009 have gone away. This is an uncommon treat, as many prior tax hikes sold as "temporary" are still with us today.&lt;br /&gt;&lt;br /&gt;As Californians enjoy the benefits of this victory, this month also marks the 20th anniversary of a prior sales tax increase that is still with us. On July 15, 1991 Californians were impaled with a "temporary" sales tax increase of 1.25%. This measure was enacted by the Legislature to address the state budget shortfall during the early 1990s economic downturn.&lt;br /&gt;&lt;br /&gt;Fast forward to June of this year. A 2009 sales tax rate increase of 1% was set to expire on July 1, 2011. Despite a vote of the people against extending this and other temporary tax increases, Governor Jerry Brown and Democrat legislators unsuccessfully sought a five year extension of these taxes.&lt;br /&gt;&lt;br /&gt;These higher taxes amounted to billions of dollars per year out of the pockets of struggling Californians and into the hands of wasteful government. Combine the 2009 temporary sales tax increase with the 1991 temporary sales tax increase, and we're talking about $11 billion dollars per year taken from the people. And that's not even counting the other tax hikes.&lt;br /&gt;&lt;br /&gt;For most of our state's existence California prospered with either no sales tax, or much lower rates than we have today. Today five states—Alaska, Montana, Oregon, Delaware and New Hampshire—still have no sales tax at all.  Of these states, two—Alaska and Montana—are among only four states which have no budget deficit.&lt;br /&gt;California opened its doors to the sales tax in 1933 with the Riley-Stuart Act, as did several other states. It was sold as an "emergency measure" during the Great Depression, at a rate of just 2%.  As late as 1977 the sales tax rate in California was still only 4.75%. Despite our recent tax reduction, our 7.25% statewide rate remains the highest in the nation, not including over 130 different local governments imposing their own sales tax—raising the tax rate to nearly 10% in some areas. &lt;br /&gt;&lt;br /&gt;The answer to California’s problems isn’t higher taxes. Californians already bear the sixth highest tax burden in the nation. Rather we must reduce taxes and limit regulations to create an environment where job creators can expand and thrive. &lt;br /&gt;&lt;br /&gt;As this month’s somber tax anniversary passes with little notice, let it be a reminder that the government’s appetite for your money is insatiable, and “temporary” taxes rarely go away.&lt;br /&gt;&lt;i&gt;Elected in November 2010, George Runner represents more than nine million Californians as a member of the State Board of Equalization. Among other important issues this bill, if passed, would create a new legislative procedure with regard to any bill, as defined, that may have a statewide economic impact affecting business. It would require the Assembly Committee on Rules and the Senate Committee on Rules to refer any bill that may have a statewide economic impact affecting business, as specified, to the joint committee for the preparation of an &lt;span style="color: rgb(255, 102, 102);"&gt;economic impact analysis and a hearing&lt;/span&gt;
